Q&A: Changing jobs? Think about transferring your retirement fund

Dear Liz: I’m a government employee with a 403(b) supplemental retirement plan. I’m taking a new job out of state and wonder what to do with the money in this account. Should I leave it in the plan, which has been doing great, or transfer it to my new employer’s plan? Also, I have a little money, about $8,000, in a 457(b) deferred compensation plan that I would like to remove for simplicity. Can I transfer this into a brokerage IRA without any tax hit?

Answer: You mention that your current plan has been “doing great,” but it would be surprising if that weren’t the case. As of mid-October, the one-year return for the Standard & Poor’s 500 market benchmark was about 34%.

If your new employer’s plan is a good one, then transferring your money there could be a great option since you’d have fewer accounts to manage and monitor. How can you tell if a plan is good? You’ll see a number of low-cost investment options with expense ratios well under 1%. If you’re a teacher, you can find ratings of school district 403(b) plans at the nonprofit 403bwise (https://403bwise.org/).

You’re allowed to roll your deferred compensation plan into an IRA or your new employer’s retirement plan. You may want to keep the money where it is, however. Once you leave an employer, you’re allowed to access a 457(b) plan at any age without paying a 10% early withdrawal penalty. That could be a perk worth keeping.

Q&A: Beware the insurance salesperson in financial planner’s clothing

Dear Liz: Do you have any general advice for choosing a tax preparer? My financial advisor has recommended switching my 403(b) contributions over to Roth 403(b) with the same investment plan. I am worried that this could put us at risk for a higher tax bracket currently.

Answer: Ideally, a financial advisor wouldn’t recommend switching to a Roth option without knowing a fair amount about your current and future tax situations. Otherwise, the advisor wouldn’t be qualified to determine whether giving up the current tax break is likely to pay off later.

Unfortunately, not all financial advisors are truly qualified to give the advice they do. Some, particularly those advising people about 403(b) investments, are insurance salespeople rather than fiduciary financial planners.

You can get referrals to tax pros from the National Assn. of Enrolled Agents and your state’s chapter of certified public accountants. (The American Institute of CPAs has compiled a list of those at its website.) Both enrolled agents and CPAs are fiduciaries who promise to put your best interests first.

For broader financial advice, consider getting referrals from one of the organizations representing fee-only fiduciary planners such as the Garrett Planning Network, the XY Planning Network, the National Assn. of Personal Financial Advisors and the Alliance of Comprehensive Planners.

Also, teachers should consider spending some time on the nonprofit 403bwise website, which grades school districts’ retirement plans and seeks to educate teachers about the costs of trusting the wrong people.

Investing for retirement — Why you might want to reconsider that 403(b)

Like many other educators, high school science teacher Robert Curtiss of Dearborn, Michigan, thought he was doing the right thing by investing in his school district’s 403(b) retirement plan. Then federal regulators charged the company handling Curtiss’ investments with fraud.

In July 2022, the Securities and Exchange Commission said Equitable Financial Life Insurance Co. had misled investors — mostly public school employees — about what their investments cost. Equitable often issued quarterly statements showing $0 in fees, when in reality the expenses were much higher, according to the SEC. Equitable agreed to pay a $50 million civil penalty to harmed investors.

After hearing about the fine, Curtiss learned that his retirement investments were costing him two to three times what a typical 401(k) investor would pay. Getting his money out would cost even more: the investments, known as variable annuities, had surrender charges of 5% to 6%.

“I felt so frustrated,” Curtiss says. “If I would have known sooner, I would have never put my money there in the first place.” In my latest for ABC News, learn why you might want to reconsider that 403(b).

Q&A: Retirement plans by the numbers

Dear Liz: At the moment I contribute to a 403(b) retirement plan at work. I have another 403(b) with a former employer, but haven’t contributed to it since I changed jobs several years ago. Should I contribute to both rather than just one? Also, my current employer offers a deferred compensation plan, but they don’t offer a match. Should I contribute to that or stick to the 403(b)s?

Answer: Once you leave a job, you can’t contribute to its workplace retirement plan. You could leave the money where it is, or perhaps transfer it to your current employer’s plan. Rolling it over to an IRA, though, could give you access to a wider variety of investments at a lower cost. Fees for 403(b) plans tend to be higher than for their workplace cousins, 401(k)s, and the investment options are typically more limited as well.

You also may want to contribute to the deferred compensation plan. These plans allow you to make deductible contributions that can grow tax-deferred, much like a 403(b), 401(k) or other retirement plan. But unlike other retirement plans, there’s typically not a 10% federal penalty for early withdrawals (although the money will still be taxed as income). Having some money in a deferred compensation plan could give you additional flexibility in the future.
